Do cosmetics that are not exported for domestic sales need to be registered for cosmetics?
If the cosmetics produced by a cosmetics factory are all sold for export, there is no domestic cosmetics sale. Do I need to file for cosmetics?
For non-special use cosmetics produced within the territory of the People's Republic of China, the manufacturer shall file product information in accordance with the requirements of the "Administrative Measures for the Recordation of Domestic Non-special Use Cosmetics".
According to the "Administrative Measures for the Recordation of Domestic Non-special Use Cosmetics", domestic non-special use cosmetics shall be filed with the provincial food and drug regulatory authority in the administrative area within 2 months after the products are put on the market, and shall be filed in accordance with relevant regulations. It is required to submit the filing materials and perform the filing procedures.
In the case of entrusted production, the production enterprise (hereinafter referred to as the entrusting party) shall apply to the provincial food and drug supervision and administration department in the administrative region where the actual production enterprise (hereinafter referred to as the entrusted party) is located.
If there are multiple entrusted parties, the entrusting party shall choose to apply to the provincial food and drug administration department in the administrative area where one of the entrusted parties is located. The entrusting party shall submit the copies of the filing and registration vouchers to the provincial food and drug supervision and administration departments in the administrative regions where the other entrusted parties are located.
Only for export, the actual production enterprise shall apply to the provincial food and drug supervision and administration department in the administrative area for the record.
After the provincial food and drug administration department receives the filing application for domestic non-special use cosmetics, if the filing materials are complete and conform to the prescribed form, they shall file on the spot and issue the filing registration certificate within 5 days; the filing materials are incomplete or not in compliance with the regulations Forms shall not be filed and the reasons shall be explained.
