CPNP: Cosmetic Products Notification Portal, Cosmetic Products Notification Portal (CPNP) is an online notification system created by the EU cosmetics regulation EC No 1223/2009 to realize cosmetics supervision.

1. CPNP registration and notification requirements for cosmetics exported to the EU
The European Commission website reported on July 11 that the European Union has many cosmetics brands in the world. The cosmetics industry is an important industry in the European Union. It has more than 4,000 production companies and directly or indirectly creates more than 1.5 million jobs. In 2009, the European Union formulated new cosmetics regulations, which took effect on July 11, 2013. The transition period is to help the industry adapt to the new regulations. After July 11, EU-produced cosmetics sold in the EU market and imported from third countries must comply with the new regulations.
The new cosmetics regulations have further improved safety standards and provided consumers with more adequate information. The main changes in the new regulations include the following:
One is to strengthen the safety standards of cosmetics. The producer needs to meet the requirements of the product safety report before putting the product on the market.
The second is to introduce the concept of "responsible person". Before cosmetics are marketed, an EU legal or natural person must be designated as the responsible person. The person in charge must keep product information files, including product safety assessment information, provide relevant information during inspections by the market supervision agency, and constantly update the information.
3. It is a unified notification system for all cosmetics in the EU market. The producer only needs to report the product to the EU Cosmetic Products Notification Portal (CPNP) once. In the event of an accident, the national poison management staff can see the composition of the finished product from the information stored in the database within a few seconds, and the competent authority can easily obtain information on all cosmetics on the EU market to implement market supervision .
Fourth, the introduction of a serious adverse reaction reporting system. The responsible person is obliged to report serious adverse reactions to the national competent authority. The competent authority will also collect information from users and health experts, and is obliged to share the above information with other EU member states.
Fifth, it is a new rule for the use of nanomaterials in cosmetics. Colorants, preservatives, UV filters, including nanomaterials, must be explicitly authorized before they can be used. For nanomaterials that are not restricted, if the European Commission has doubts, a comprehensive safety assessment must be carried out at the EU level. Nanomaterials must be indicated in the ingredient list.
2. What information do I need to provide for CPNP registration?
Information required for CPNP notification of conventional cosmetics:
(1) EU responsible person information and contact information;
(2) Cosmetic brand/name and detailed product formula;
(3) Product label photo;
(4) Photos of the packaging;
(5) Country of origin (from where to import to EEA);
(6) The market of the member country to be sold.
Special attention: For those containing nanomaterials, the notification content of each nanomaterial includes:
(1) Identification method and name (IUPAC), CAS number, EINECS or ELINCS number, non-patent trade name;
(2) Specifications, including particle size, physical and chemical characteristics;
(3) Estimate the number of nanomaterials put on the market each year;
(4) Toxicity data;
(5) Safety data used in related types of cosmetics;
(6) Reasonable and foreseeable exposure.
